Presentations of cultures and polities (nations, city-states, etc) within RPGs, especially traditional fantasy RPGs, often trend towards an "Encyclopedic" viewpoint.  This framing does provide a great deal of useful material for running play (especially things like "travelogue" play and adventures where the characters are just passing through), but isn't necessarily geared well to provide hooks and details to hang situation-centered play, where the characters get stuck in with the culture and what's happening there.

This is a procedure and set of record sheets aimed at helping repair that shortfall, and "prime" a culture so it's easy to build such situations.

In many ways, the ideal "input" for coming into this process is the map and a culture sheet from Awen, and the ideal next step following this process is to go into Situations For Tabletop Roleplaying and construct a few specific situations to throw at your players (you'll find you've already done half the work).  Both are entirely optional, though; this procedure stands up pretty well entirely on it's own.
